I agree BTW, what happens if the dealer defaces the title before submitting the claim (as is still required by rule) and the claim comes back denied? Would there be some way for the dealer to regain clean title to the vehicle, or would the dealer be stuck with a vehicle which was physically in okay shape but which was nonetheless totally unmarketable?

Apparently, it hasn’t gone to the dealers who sold the cars. So where did it go?
