I don’t see a donation jar for those two little girls, do you? They are running a business - the “we hate palin” diner is stealing donated money - they should be required to give the money they collected for four years for the President Bush fund and this one to charity.

As with everthing there are some hard and fast rules regarding who may carry letters ~ so there are some hard and fast exceptions. Checks, for example, are allowed to be carried to the processing centers without payment of postage. Your advertisement for your lawn service isn't.
Same with money ~ you may pass federal reserve notes about with abandon PROVIDED you are engaged in legal commerce.
Now if you are telling people you are doing one thing with the money you collect but actually do something else, that is fraud, and by collecting cash you commited a fraudulent transaction and "transport" of a letter (the cash) from his pocket to yours.
Yup, MAIL FRAUD.
I think you should by now be getting an idea of how it is so terribly many corrupt politicians get tripped up on that particular charge.
