What it will do is raise prices all around for his customers, who will already be dealing with increased costs themselves, and lead to a falling off of some demand for his products. Multiply that by all businesses across the whole economy due to this legislation, and you have a serious problem.

I don't think it is about "competition" per say. It is about unfair competition.

The ability to game the cap and tax system by the large chains puts the small business owner at distinct disadvantage.
