was talking about shovel-ready programs before he was even President. In fact, we've seen most of that stimulus money just sit, doing nothing. Your promise of holding unemployment to 8% if the plan was passed was false.
Tell us, Joe, are you and the President lying about what happened, or are you just incompetent?
