Actually, there is plenty of video proof, and actual arrests, of Mexican citizens buying cases of ammo in the US to take back to Mexico.

Do we know for a fact that they weren't staged by BATFE, sort of like Bloomie's sting operations, but taken much farther and for different reasons?

I'd bet that even the few they do find are one or two to a vehicle, meaning that it's simply personal weapons the guy's either forgotten to take out before going into Mexico or is willing to take the chance in order to have a little protection on him.

That's exactly what they are finding (or rather not finding!):

"Mexican officials say it is extremely rare to find anyone with weapons. The last time anyone in Tijuana could remember was April 17, when an American couple was found with 123 bullets." <== sounds like some guy forgot he had a box of ammo in the trunk from his last visit to the range.

"William Molaski, port director in El Paso, said agents at his four El Paso bridges haven’t found much since the focus on outbound checks started in early April — one handgun and only about $400,000 — “but not for lack of trying.” <== not exactly a major flow of weapons, could be some guy who forgot he had his gun in the car.

I guess somebody must have tipped them off. Or maybe Walmart is just shipping grenades, machine guns and rocket launchers directly to Mexico now.
