Third world hell-hole merchant marine fleet smugglers use EPIRPBs?Who knows? Some things are common to sailors regardless of what flag they sail under and what side of the law they operate on.
I would certainly think every experienced sailor knows a risk exists that their ship can go down. They don't have a lifeboat aboard because the law requires it but because they know they may need it. Similarly for the emergency beacons.
