I just saw this in my local paper

Sounds fishy. I'm sure there are some folks in my country who might do such a thing, but my gut tells me this is a hoax

Read it again, and a couple of things struck me:

"I just want who did this to be found," she said. "They're not going to find them, but maybe they will."

Hmmm...

Graf said she put a for sale sign in her yard last summer for about a week to "get a reaction" out of her kids, but had no plans of actually selling the home.

Homes aren't selling well here; tons of inventory, they're still building some houses in her price range. Several of my neighbors have taken their homes off the market in the last 6 months. My next door neighbor had to drop his asking price signficantly to sell his house this summer.
