There has got to be some way for congress to investigate alleged wrong doing in agencies that they set up, not withstanding my opinion of the congress we are currently stuck with.

When congress creates an agency or Department, they can disband it if they want to - it wouldn’t make sense for congress to not be allowed to investigate whether the agency they created is following their directives - otherwise they would just have to keep disbanding agencies and starting over.
There is no justification for Congress subpoenaing Presidential aides to force them to divulge information which the President has every right to keep to himself. The President does not answer to congress.
