What, they never heard of requiring an electronic, throught the wall air exchanger unit?
Solves the problem "scientifically". First, seal the building's skin air tight; then run extra wiring as needed; cut a hole in the wall, and install an air exchanger, that will bring in outside air, while exhausting inside air, in measured amounts.
Or, you could do it the old fashioned way, and open a few windows.
Or, you could go the really old fashioned way, and allow for a certain amount of infiltration.
