No, the write means what he wrote ~ that the attacks themselves were spurious. He doesn't believe they happened, or if they did, they were somenow "counterfeit".

Whatever else the writer said, ignore it and look at the clause that says "provided fodder for spurious attacks ".

The way he did this "spurious" identifies the kind of attack, not the material used in those attacks. The correct way to say it (and remember the writer is a Canadian) is to say "attacks using spurious material".
