Unfortunately, it's too late for such measure.
After World War II, many millions of people were moved to accommodate new national borders. Many other millions fled tyranny and oppression and were resettled. The examples that come to mind are Germans leaving Eastern Europe, Poles adjusting to new borders, even the Nationalist Chinese, moving by the millions, to Taiwan.
It would have been so easy to relocate a few tens of thousands of "Palestinians" in 1947.
