It makes sense in a distinctly backwards, cowardly british sort of way.

it's the representation of a weapon, albeit a fantasy weapon, and as such could incite ideas of self reliance and resistance.

Two concepts that are anathema to the modern, well adjusted, member of the british state.

Therefore, the item is forbidden.
