Looks like the maker is American Issues Project

they need to run this thing in every State in the Union, not just battleground States. They only target Dodd in the ad, but he isn't the only guilty party. Barney Frank (MA), Maxine Waters (CA), Artur Davis (AL), Gregory(NY), Schumer(NY) and others not only defiantly defended Fannie Mae from efforts to regulate, but viciously attacked the current regulator (Clinton appointment) for even speaking about the subject. One of the Senators cynically called the hearings a "public lynching of Frank Raines." About a year later, Frank Raines was fired for mis-management but not until after he had collected over $90 million in bonuses from Fannie Mae. Maxine Waters was very clear in her defense of Frank Raines: "Frank Raines who particularly has done a fine job."

They need to sink the whole lot of them. Why they are not doing this 24/7 defies all logic.
