There is certainly no limit to the depth of human depravity. Anything imaginable someone would do--and someone probably has done.

This is not to suggest that there is more evil than good in human nature. There isn't. Goodness, love, justice, kindness, and other virtues are universal and inalienable in human nature and, when unthwarted, are far more basic than evil.

But power is a magnet for depravity and the depraved.
