A gunsmith buys surplus military rifles, bends the bolts to accept a scope, and then drills the receivers for a scope base. The gunsmith offers these firearms for sale. This would be considered the manufacturing of firearms, and the gunsmith should be licensed as a manufacturer.

What a lie! Altering an old military firearm with scope mounts and then reselling it is called "manufacture?" Ridiculous!

No, putting night sights on your own Glock then later selling it would not make you a manufacturer. But if you regularly buy Glocks, put night sights on them and then resell them, you apparently are a manufacturer.
