It ain’t no turtle. Turtles don’t have any skeletal support without their shells and they’d be nothing but raw meat and guts outside their shells - butcher a snapping turtle sometime and see what I mean.
I vote for the dog or pig hypothesis. This critter has lost part of it’s snout and the septum is visible - not a beak. Beaks are two-part arrangements with a lower cutting surface to match the upper. This critter has a jaw with teeth - the upper teeth are under the remaining flesh.
