The question isn’t what Clinton did or didn’t do. Once “W” took the reins of power everything fell to him.
You may offer all of the excuses you want, but “W” has been an abysmal failure as a president. He has governed as a liberal Rockefeller Republican.
Offering up the mistakes and failures of past Presidents can’t absolve “W” of the blame he justly deserves. He’s the 21st century’s version of Jimmy Carter, a bumbling, stumbling bafoon.

Let me be very clear: I can find plenty that the Bush administration has done or not done with which I disagree. However, to my knowledge there have been no "Monica Lewinsky's," "Travelgates." "Cattle futures scandals," "Vince Foster's," "Elian Gonzales'," "Waco Compound's," "Blatant Technology Transfers to the Chinese," etc.
On the list of failures, Bush has a long way to go before he can even match his immediate predecessor, let alone some others.
Hes the 21st centurys version of Jimmy Carter, a bumbling, stumbling bafoon.
Criticizing him for failing to clean up a mess that none of his predecessors have even attempted to clean up is grossly unjust. By the way, has there been double digit inflation? How about US civilians taken from an Embassy and held for 444 days? Maybe a military debacle in some remote Iranian desert?
You may want to consult a history book.
