Not in NJ. The Knappen book on NJ firearms laws advises that anyone moving to NJ currently possessing a C&R license immediately surrender it to avoid an encounter with the NJ State Police. The license is not a problem per se, but will flag you as a target for the NJ State Police.
The NJ State Police firearms enforcement group has a horrendous reputation. The folks I have talked to in the firearms business in NJ were convinced that most BATF agents were just doing their jobs, but that the NJ State Police almost to a man were on a crusade.

BTW, for those not familiar with NJ weapons laws, there are so many goofy laws already that it is difficult not to commit multiple felonies. e.g. possession of a slingshot or a stiletto [an undefined term]; transporting a firearm other than by the most direct path to / from a range, a place where you are hunting, between home and business or the most direct path out of the state if you are moving out of state.
