A flat rear tire is no laughing matter.
A person is not able to handle a bicycle properly with a flat tire and thus is a potential serious road hazard to both himself and others.

Amazing - is it really against the law in Kalifornica to ride a bicycle without a helmet?
I ride all the time here in Colorado helmet-less. Maybe I am some sort of law-breaking miscreant and don't even know it.
