I live in Marin County and know Boxer's entire "political" history.
Her entire small fish/small pond existence consisted of sarcasm, emotional allusions and unsupported assertions. That worked well in one of the richest counties in the US.
She and her "small-town" cronies perfected the art of last-minute elections character assasination of opponents.
She was all set similarly to transform the "big pond" when she was elected to Congress. Fortunately she failed miserably. She has been marginalized, with good reason.
She started as a carpetbagger in California and is playing the role of back-room nutcase in Congress. Any more exposure and most Americans will see her as the semi-educated, shrill, demagogic, ignorant moonbat that she is.
I have no idea why she continues to be re-elected to the Senate. Must be something in the water.

I am not that optimistic. There were 48 voted for it, right? and some letters of support from 6 others (?).
It does not sound like a clear defeat. When Kyoto was voted against with 98:0, that was clear.
Part of the attraction to Dukes is the fact that they serve Pilsner Urquell on tap.

The even better news is that 2008 will be the coldest year this century. If the legislation train is slow enough, AGW fearmongering will be debunked by temperature trends before they can regulate anything.
