I would assume that if she shuts down her campaign then she can’t continue to raise money to pay off her debt. If she suspends it then she can.

Agree. But she's looking at 30 million in campaign debt. She's keeping her supporters in limbo, all the while sending them to her web site as she continues to solicit donations to pay off her debt.
