This has some factual errors. Actually the failures for the London and 17th St canals were seawalls and not levees. Anyway, this is why the ACE erected flood gates/pumping stations on all of the canals that empty into Lake Pontchartrain. Those are now the first lines of defense, not the seawalls themselves. In my opinion, all of the seawalls along those canal are under-engineered for storm surges. I watched the then new seawalls go in back in the 90s and they were all put in the same way along the entire length of the 17th St and London canals, which subsequently failed. I now would worry more about the gates operating correctly.

Whatever the case... we Texans are all full up with Katrina evacuees. Time for some “progressive” west or east coast liberal city to take their share of the liberal plantation that they created.....

I agree...send them to Burnt Scrotum, Arizona.
