Wonder if they'll just have one bidder for the project?
And, will it be a "cost-plus" contract?

Oh, horse puckey. KNBC has reported about unsafe lead levels found in drinking fountains of schools across the Los Angeles area. Lead and children have been buzzwords for decades and they're still unable to eradicate it from drinking fountains of elementary schools. We're supposed to believe they can safely reclaim sewage water? Not to MENTION the boondoggle of costs and bureaucracy.

My understanding is that the Colorado River aquaduct was lined over the last 15 years with various impermiable liners, depending on the local conditions, and there is a plan to cover it for its total length - all to reduce losses due to seepage and evaporation.

That is how bad LA needs water.

Geet ready to drink recycled water LA because you have no other choice.
