I don't think so for the first model year. They DO want to get it going with a real production run. A coworker spoke with the engineers who said the technology definitely works. Safety features for the first run would be the standards required by regs.

"We watched a video in my State and Local government class that blamed President Reagan for the destruction of Polishtown in Detriot, to build a factory or something of that kind. I asked who were the state and local officials and why didn't they stand up for their citizens. I was then educated on how Republicans "steamroll" over state and local officals when they are in power and Democrats are in charge of the state/local governments."
