Marry it with carrots: migrant worker expansion, amnesty for specific professions, greater employer penalties etc... But you’re probably right. The Congress and the presidential candidates are in no mood to sell even that to Americans.

This is what happens when you have a sanctuary city like Houston look the other way. It not only effects Houston, but the entire country.

The Irony is that Texas became part of the US at the urging of the Democratic Party, in support of the slave power. Now they want to divest Texas, in support of the slave power. The goals never change, just the means.
