The operant phrase being “TRULY needy.” I’ll never forget being denied food stamps in Graduate School because I, “would be able to make lots of money someday,” and 3 days later standing behind a well-dressed family buying steak, lobster, frozen desserts and canned foie gras but paying with food stamps. I was buying potted meat and saltines.
fwiw, i was so poor in college (my dad had just died & left us with >100K dollars of medical bills = insurance company refused to pay!!!)that we HUNTED so that we COULD have something to EAT!
