The problem here is that we just don’t understand why some school districts are run by perverts while others just tolerate them.

Maybe a law that requires the school administrator to obtain a search warrant from a court before initiating a search ~ and one which particularly describes the place to be searched, and the persons or things to be seized.
That'd do it.
Now, how would they write that out "the school, one little girl, her panties"
