We also have those evil telephone booths that are anonymous.
The government should set up cameras and infra-red scanners in front of every phone booth.
They should mandate that whenever you want to use a phone booth you must first register with the State, then pay a licence, and scan your retinas (along with a time-stamp of when the phone call takes place.)

I don't like the erosion of privacy any more than you do — I'm just pointing out some obvious inconsistencies in security practices. You do have to “register with the state” to get a land line, or a regular cell phone — it's just the disposables that are anonymous.
Consider the X-rays (or whatever the virtual strip-search scanners use) at airports, as well as the other biometric identifiers, etc. Why put up such a thick wall of security — and then leave a gaping hole?
It probably costs the government hundreds of millions of dollars to operate a secure communications network — organized criminals, or terrorists can have a secure network for the price of a few disposable phones. That just doesn't make sense.
