My question was about evacuating the building, referring to your earlier response. I was asking if the marines come under state personnel.
Embassy personnel didn’t evacuate the building and I didn’t say that they did. Reread my post. They withdrew to more secure areas of the embassy. The ambassador himself was miles away at his own home. Marine embassy guards take their orders from the ambassador who takes his orders from the State Dept. Does that clear up your confusion?
