No, silly, it means that someone who is on the terrorist watch list, and here illegally, can bail out a "friend" who is also here illegally, and has not been checked against the terrorist watch list, and then they can both fade back into the woodwork, until it is time for them to mass murder American children.

Nogales is on the US(AZ)/Mexico border about 50-60 miles south of Tucson. AZ Highway 82 runs from there to the East through the town of Patagonia towards Tombstone. Sierra Vista is the town right outside the Army post of Ft. Huachuca, also pretty much right on the border with Mexico.
