He said that liberals believe that they ARE the the government, and conservatives believe that the government is something outside of them.

Your young friend wasn't far off the mark, but he didn't state it well. The genius of our founding documents lies mainly in the Bill of Rights -- that we our "endowed by our creator with certain inalienable rights."

Liberals essentially disavow this point of view and promote the belief that rights come from governments.

Conservatives evaluate the legitimacy of governments against the performance of protection of individual rights.
