Is there no longer a Commander-in-Chief? This is why I asked whether you were referring to a national state of martial law or something more local or regional. Apparently I have this deep and abiding fear of another Praetorian Guard.

I believe JFK won the Electoral vote which is what really counts. THere was no problem with low turnout, either-- 63.1% of registered voters turned out, versus 43.6% in 2006. source

As for one vote per district, the closest contest was in Illinois, where Kennedy won by some 9000 votes. It was the most hotly contested (think FL, or Ohio more recently), but the truth is that either way, Kennedy had the electoral vote wrapped up with 303 electoral votes to Nixon's 219.
