One of the answers is to send more $$$ to State Guard efforts (they can’t go overseas) — or have National Guard enlistments that do not, as part of the deal, involve out-of-country assignments.
Lots of people who would willing serve in a domestic emergency cannot agree to commitments overseas for financial and/or family reasons.

No Army is ready for a surprise attack. We weren’t ready prior to WWII either. The key is get reasonably ready, hold off the attacker until you get ready and after you figure out what’s going on.

for some time now. This condition is not new and has persisted for some time. We are ably equipped for one or two regional warfare scenarios, but for a true world war or major attack we are lacking.

Not to sound like Ron Paul, but surely there are troops in Europe or Asia that would better serve our country by being here protecting us at home and on OUR borders. Please, as I’m sure some will, correct me where I’m wrong here.

Okay, I have two questions. One, other than a nuclear strike, of which troops of any kind are going to be useless, except in the clean up, what country has any capability to conduct offensive military operations within the borders of the United States? Except possibly Russia against Alaska.
And two, while I am in favor of making the best preparations possible, when in the history of our nation have National Guard or militia forces EVER been ready to fight when a war broke out?

Oh, I don't know ... I doubt any commission could publicly say that the rotations of NG units through Iraq is the precise training necessary for dealing with a CONUS attack aftermath. The first casualty of the attack will be law and order. Can you imagine what will happen in urban centers across the country? But no gubermint official can make that speculation and keep their bowels intact. The press and their colleagues would eviscerate them.

I was thinking the exact same thing. While I agree the US military is to protect us abroad and at home (if need be), the beautiful thing about this country is our founding fathers thought it was a good idea that we citizenry be entrusted with the responsibility as well.
