Yes he was. When he stopped laughing (got tired of the joke) they released him.

OK,
IF the child was OK with what was happening, then no biggie.

IF the child was laughing through tears (I have a sibling who was always acussed of laughing when the were hurt) and the mother knew this, then it’s not cool.
