The Northwest Tribal areas have never submitted to any central authority, ever, be it Moghul, British, or Pakistani. The terrain is among the worst on the earth, so it’s hard to bring in big armies to overwhelm the locals with a show of force. Think West Virginia with higher mountains. This is different than the “sanctuary city” concept, which can be overturned with a court order or a new elective government.

No one can control the tribes up there. However, it’s hard for a force to assemble an armored regiment to sweep west into Afghanistan’s central plains, either. You will have the Taliban moving west constantly, but unable to concentrate forces to conquer the capital.

Again, San Francisco and areas of the Northwest have had a problem with submitting to any central authority also. The 9th circus of appeals is always being overturned. Just my opinion.
