Yes. But in this case we're talking about the use of Eminent Domain to enrich private individuals, specifically the Austrian's campaign donors. We're talking about the power of government to seize land, typically for the public good, but in this case to unilaterally transfer title from a private party to any one of Schwarzenegger's large campaign donors.
The process is correctly categorized fascism. No surprise considering Schwarzenegger's background and post war experiences.

Wilson and Davis, with your legislature's complicity, concocted a (haha) ''de-regulation'' scheme that would have failed badly in a perfect world, let alone this one. You cannot ''de-regulate'' one portion of a highly connective and partially integrated sector of an economy w/o suffering enormous economimc dislocations, usually in very short order.
When politicos and bureaudorks are sufficiently stupid as to write regulations that ''allow'' (mighty white of them) a sale of in-state gas to an out-of-state party at a controlled rate and its immediate resale back into the state at a fapp uncontrolled rate, you deserve exactly what you got: supply interruptions and price distortion, and, of course, every illiterate journalist in the state blaming ''de-regulation''. Mark you, that's just a single example of your state government's responsibility in self-creating its energy ''crisis'' back in 2000-2001. There are dozens of others.
It goes w/o saying (or it should, but I'm saying it anyway) that your fair state is about to get another dose of this type of medicine, courtesy of Ah-nolt's lunatic health-care scheme. It'll be interesting to see whom you blame for this coming disaster.
