As I understand it, you're only allowed to shoot to eliminate the threat. If the attacker stops because he's wounded but alive, you cannot just walk up and finish him off. The threat is already gone.

Uh, yeah (choking sound in background) - yeah, "finishing shots" aren't a part of your usual tactical scenario. This ain't the movies.
I've had to give some serious thought this last week into my own capabilities in this regard. I've been getting by with a little 9mm in normal carry because it isn't any more cumbersome than a cellphone. In the scenarios in the Oklahoma mall or the Colorado church I'd have found myself at the outside edge of effective range with precisely six shots before a reload. If the opponent has body armor and an assault rifle that might be considered slightly under an optimal situation.
These things are good to review now and then. Encountered a hunter while Christmas shopping last week who was sporting a largish revolver in a shoulder rig on the outside of his jacket. That might have been a little more like it. No one turned a hair, but then it was that kind of a store. Might be a bit much for church wear...or maybe not...

Most LEOs are taught to reassess the threat only when changing their magazines.

It's "not their fault"? That is your reasoning for the cops "monitoring" a massacre? Local governemnts all over the country spend MILLIONS on tactical weaponry, electronics, vehicles and training and you say it's not their fault so they should be passive? Of course the cops have no problem breaking down the door of someone with a joint and shooting their dog and maybe them. Disgusting.
Why spend the money for this stuff? Just send in a cleaning crew when it's over.
Funny, all these years I've heard the police motto is "To Serve & Protect." Just a catch-phrase for passing more laws and resticting the law-abiding I suppose.

Either way, she is a hero who saved lives.
She looks kinda young to be a colonel of anything, especially a police agency or a military reserve unit. Maybe she looks younger than she is, but I think the Post got that wrong.
I agree that it is probable the Post got it wrong. No one else -- and I have searched -- has any military rank. It's an anomaly. Unless they document that she's a colonel of something or other, I'm more inclined to trust the eleventy sources that agree than the one that doesn't.

I agree with you. People pro and con will be picking through the facts and rumors for years trying to make a point.
According to the Denver Post he shot himself with a 9mm in the head.He was hit twice in the thigh and once in the wrist by Ms. Assam. He was carrying a Bushmaster AR-15 with 1,000 rounds plus 2 9mm pistols. No mention of body armor but he was wearing a backpack, vest with pockets and another ammo belt.
This guy could have very well killed a lot of people.
