O.J. had intended to help Kerry with this project but he was too busy looking for the real killers! Now with Simpson in his current situation, well, what the heck, Kerry will just have to do it on his own.

Wasn't a speech. It was perjury.
Kerry was testifying in front of the Fulbright Committee. When one testifies before Congress, one is sworn in.

There were two speeches—one when he was a VVAW hippie and the other in 1986 when he was a U.S. senator:
“I remember Christmas of 1968 sitting on a gunboat in Cambodia. I remember what it was like to be shot at by Vietnamese and Khmer Rouge and Cambodians, and have the president of the United States telling the American people that I was not there; the troops were not in Cambodia. I have that memory which is seared — seared — in me.”
