You're absolutely right! And they've already been doing that, a lot. They just passed a few more in the last year. See your power bills go up (back door fee increase through the PUC) to subsidize solar water heaters. Car registration fees will go up $2 dollars across the board; I forget what the purpose of that one was. The state has bled the counties dry of funds. And of course, they've been able to use some of the infrastructure bonds to supplement spending by categorizing state employees as working on infrastructure. I'm sure this just touches the surface.
As to fishing without beer, that is inexcusable! I agree with you about their fascist nature.
I think there was an article on expanding casinos the other day. As to the lotto, I think they'll continue to try to lease the rights--in exchange for a huge cash payment. That's my guess, anyway.
Sacramento liberals do excel at some things. Spending is one.
Thanks for reminding me of this. Cities and counties will get whacked (again) and then 'they' can begins raising fees to begin the cycle all over again.

Ya know, I don't remember. I remember the cities/counties getting raped and tracking how many of them had increased taxes and fees in response. I tracked all this stuff pretty closely for the first three years, but I just got tired of watching all the games in the last year so I haven't been watching as closely.
There is a way out of the financial crisis: Triple the tax on all U-haul trucks and trailers, especially on the ones heading for the border.

Hey! It wasn't too many weeks ago that what the President was calling "The Ownership Society" was "surging" and it even encouraging Bank of America to loan money openly to illegal aliens for home mortgages!!!
The liberals, as usual, were decrying "The Ownership Society," (especially around UnSocial InSecurity reform)while at the same time cheering on the private sector to loan money like mad to "the underpriviledged," so why shouldn't the world's largest liberal owned pension plan invest in CMO's (Collateralized Mortgage Obligations) and all other forms of mortgage securitization bonds "and other soon-to-be junk bonds???"
I often wonder just how desperate this whole situation has to get before the public finally wakes up!!!

Hey! It's the same bunch of facists that have stood in the way of a reservoir upstream to keep Folsom Reservoir FULL!!! (aka the unfinished Auburn Dam)
Folsom Lake State Recreation Area is CA's most popular state recreational area as measured by fees actually collected from the public!!! (see revenues lost)
With no reservoir for even flood control upstream, they are forced to empty Folsom early each boating season to make ready for winter floods and everybody has to come pull their yaght out of the water!!!

I used to be one of those people. Recall late one July getting called to say all boats had to be out of the slip in two weeks. I got lucky, the keel landed in the right place and I pulled her out in one yank. Not so, the couple next to me; she said 'go', and he did, which resulted in their rudder popping off on the ramp.
As to the Auburn Dam, Sacramento got screwed by their two representatives: Fazio and Matsui (both Democrats). First, the dam would have provided 200 year flood protection. Second, a source of clean water to farms and cities all across the northern valley. Third, (and this has to piss-off any boater) Folsom Lake could have been maintained at a level such that greater investments in infustructure (marinas, restruants, etc) would have been possible with a stable lake level.
What we got from these two turd-reps? 80 yr. flood protection by beefing-up levees. Promises to increase the size of the dam (won't happen, not after gate #3 blew-out, due to poor maintenance, which was due to...you guessed it, not enough funds.)
Sacramento being the seat of state government, it is no wonder that a jewel of an asset is so mis-managed and underdeveloped. Only goes to prove that power in the hands of bureaucrats is never underestimated in it's ability to underwhelm. It's like living on a military base or worse- naval base ;^)
Basically, government sucks and employees of government suck too- 'cause they're sucking on a govt. teat! A quick look around Sacramento proves it. I wish we could be rescued by people with brains and imagination, but I'm not holding my breath. /rant
