Another item is the "D-mark" ~ the point in/on the property where AT&T's responsibility ends and the property owner's begins. This is a standard item in utilities. I think AT&T invented the concept more than a century ago.
Um actually, for Ma Bell, back in the old monopoly days, that wasn't true. The wire, the phones (which were "The Property of the Bell System"); if you had a problem with any of it, Ma fixed it.
My house (built in 62~63) does not have a D-Mark panel outside like most homes built since 84. In fact, an eight wire cable comes into the house and is connected to the house wiring with a couple of wing-nut posts nailed into a floor joist. It was the break up that created the D-Mark panel that separated the Telco's responsibility and yours. That's why they had to go with their "Linebacker" program if you wanted the wiring in your house covered.

Dish doesn't go out during a heavy rain storm. It will however go out if there is a T-Storm cell directly between the sat and your dish. How often that happens will depend on the weather patterns in your area. Cable does have a fatter broadband pipe for internet, but it is $45 a month on top of "basic cable". AT&T's DSL pipe isn't as fat, and depends on distance from the CO, but it is cheaper. I think SBC err at&t has (if they're smart) been busy running fiber. I know the old Ma Bell had lots of dark fiber it laid for future expansion.
Where I live though, I get more cable outages than my friend does Dish outages.

The D-mark had to have been invented in the days when there were a gazillion telephone operating companies ~ AT&T arose out of an effort to "standardize" service through creation of single ownership.
Also, AT&T service frequently ended at the inside or outside wall in a government installation.
