No, not sarcasm. Our moderate Muslim allies are our key to defeating the radicals, imo. The intel they share is of great value in the war on terror.

Bush wasn’t in office the previous year to celebrate Ramadan in 2000. And yes, the Clintons celebrated it in the White House, too. It is standard protocol.
Last year when the event was celebrated at the White House many of the honored guests were American soldiers that had just returned from Iraq.
