Short of an earthquake, somebody is always at fault in a car crash.

In the event of an earthquake causing a crash, you blame the builder of the failed bridge, interchange or stacked road way. Think the Cypress Structure/Loma Prieta earthquake.

Oh, and the earthquakes themselves? Bush's Fault[line]...
