I thought it was illegal to provide federal funds for these type of activities.

Why would you think that? There are all kinds of advocacy groups that get federal taxpayer support.

Merely an impression that federal funding would not be allowed to groups that promote hate and criminal activity, and also that La Raza activity has maybe violated some hate-crime laws.

There are all kinds of HATEFUL, BORDERLINE CRIMINAL advocacy groups that get federal taxpayer support.
