Why would an illegal alien go after a legal drivers license? They would be giving out their address to the government that, hopefully, one day will come after them. The cost of a counterfeit drivers license, registration, and insurance is still cheaper than the legal way. If they get a ticket, they can toss it in the trash because there is no way to track them down. If they are involved in a hit-and-run accident, that illegal license plate makes it impossible to track them down. With illegal registration they dont have to worry about passing smog tests which means they can use their limited mechanical ability to work on their own cars or hire one of their tax evading friends to do it. The fact that they only have a third grade education means they are illiterates, not idiots.

Did they also have blue jeans? I find it hard to believe that this plot depended on "a whole big bunch" of Bin Laden's agents being able to support themselves as cab drivers.

Here's a simple solution: issue licenses without name or address. That's right, just a picture and a license number, with some other method (e.g. biometrics) to ensure that one person can't have multiple licenses.
"You were speeding. Here's a ticket. If you don't pay it then you'll be subject to arrest next time you're stopped, and your car to be impounded next time we notice it. If I knew your address I'd mail you a reminder, and maybe arrest you there, but then again you could just move without telling us. So all this means is that you have to take care of this without the reminder. Drive carefully."
(If anyone is tempted to reply "but you can't do that because people use licenses for {identification | proof of address}!", please think first.)

Compounding the travails of the 9/11 hijackers was the need to pay the help. If you'd bothered paying attention to the activities of the 19 direct participants you would have discovered many of them were doing jobs ~ like driving cabs.

Unbelieveable!! Even in New Jersey, since 9/11, the requirements for getting a driver’s license have increased...have to have a birth certificate, etc and marriage certificate (official) to show your change of name, etc.

When Spitzer was A.G., the signs were there:
“Yet, amazingly, New York Attorney General Eliot Spitzer is threatening New York businesses that require their employees to show up for their scheduled shifts today, arguing that they generally cannot discipline those who boycott their jobs because attending rallies for illegal aliens is “protected” activity under federal labor law.
Spitzer’s claim is very misleading. First of all, in the Hoffman Plastics case, the Supreme Court held that the National Labor Relations Act does not allow illegal aliens to sue employers for backpay, since they have no legal entitlement to work in the United States.
Second, and more importantly, even if federal labor law defines attending a rally for illegal immigrants as a protected activity for “mutual aid and protection,” that only means that employees have license to attend such rallies on their own time. They cannot unilaterally take off work en masse and shut their employer down, since employers have a right to keep their businesses functioning.”
