This is Dolan's final week before he leaves for a new job as the police chief of Raleigh, N.C. Dolan said he has told leaders there of the issue and they are supportive of him. Our local leaders tend to go out of their way to import damaged goods to protect our cities.

I used to sometimes go to a restaurant that was across the street from the headquarters of the county sheriff in an urban area. One time there we were sitting in a booth next to two uniformed officers when we suddenly heard the waitress say in a loud voice, "THIS IS YOUR TABLE OVER HERE, MA'AM!".
We looked up to see that a woman had squeezed into the booth with the two sheriffs rather than going to her own table. The men looked mystified. The woman seemed to be about 30, was moderately attractive, and seemed to be thrilled to be sitting with the officers, whom she tried to engage in conversation before finally yielding to the entreaties of the waitress.
We interpreted this scene as involving a woman who really had the hots for police officers, and who had probably entered the restaurant with the sole purpose of getting next to them.

It isn't a matter of illegal. All the employees involved were on duty at the time, and it happened in the Police department building.
It was oral, so according to Slick Willy wasn't sex.
Update, Two female dispatchers have now resigned. The sworn officers are now on unpaid leave until they're discharged. The FOP is supporting the Officers, and saying discharge is more severe than they deserve as punishment.
