It will be more tender but more costly.
It depends on what you are going to use it for. If you are making hamburgers, just buy hamburger. It's cheaper and gets things like tenderloin and rib eye mixed in.

I agree but usually just use 80%. Fat means flavour and smoke on the grill. The grill cooks out the fat.

I always use olive oil in the pan even with pan spray, to make sure there is enough oil/fat there for a juicy burger.
