This is a silly (and expensive) solution to the problem. I am certain that the time alloted in the stall will not be adequate for those of us that like to read our newspapers while taking care of business.
Wouldn't it be easier to just bust the gays when they get all cuddly in the restroom?

A decade or so back, the genius Mayor of Rochester got a law passed that made it harder for pervs to have gay sex in dirty bookstores.
As a result, they started using the public parks!
Well done former Mayor Johnson!
This solon is now teaching at one of our local colleges.

Gays in MA just use the Rest Stops on the highways. When the State cops tried to bust them, they got a Gay friendly judge to rule that public sex was part of Gay Culture.
