Because if this was a planned remark, whoever put that in his speech should be packing his or her bags now. Looks like sheer incompetence.

I think I understand what he means but on face value it sounds as if it was said by someone in an institution.

1. Comparing Israel to Iraq will piss off Arabs and make the few moderates susceptible to charges of being Zionist tools.
2. These people are not ready of democracy. Not all cultures are the same. Bush's failure to understand this even after all this time is another sine of idiocy.

He is a few pairs short of a full deck.
