In windows XP (I’m having to assume that’s what you’re using) ...

Make sure your background picture is in a folder that you won’t move, best to put it in a folder marked wallpaper in your My Documents folder for easiest access.

Right click the desktop and select properties.

You’ll get a new window to open that has a series of tabs at the top. Select the Desktop tab.

From the Desktop tab, you’ll be presented with a list of backgrounds as well as a button marked Browse.

Browse to the folder where your new background picture is and select it, you may have to change the type of image you’re looking for at the bottom of the Browse window to see your image in the folder since the default file type shown is .bmp. Likely you’ll be looking for the .jpg file type.

Once you do all of this, your background should stay put when you shutdown.

I personally use an image viewer named Irfanview. It allows me to set the wallpaper without going through all of the above, but the above should work.
