They were referring to legal and or well intended immigrants in describing the nature of their growth. The immigrant issue we now face is neither. They intend to send their money away from the idiotic communities that allow them to do so. The past version of immigrants coming here for a better life is alive and well and happening. These (illegal) people are of different ilk.

With counterfeit green cards now and amnesty in the near future, it will be impossible to determine who is a legal immigrant or well intended.
Maine will be no more enticing with smiling welcoming citizens than it is now.

It is doubtful that immigrants would chose moving to a State with a cold climate like Maine over living in the warm Southern Border States unless the immigrants cross over from the Northern Border.
Perhaps Mr. O'Malley wants more families like the fictionalized

I’m sorry to hear about Maine’s troubles. It’s one of my favorite places to visit (going back again this summer). We think of retiring there, but the taxes...ouch.
